    [365산업경제뉴스DB] 이재명 더불어민주당 체포동의안(체포안)이 국회에서 최종 부결됐다. 찬성이 반대보다 1표 더 나왔지만 기권·무효표가 20표 발생해 과반 찬성을 얻지는 못했다.27일 김진표 국회의장은 국회 본회의에서 이같은 체포안 표결 결과를 발표했다. 표결은 이날 오후 3시쯤 무기명으로 진행됐지만 개표 중 부(不)와 무효표를 가늠할 수 없는 표가 2장 나와 30여분간 개표가 지연된 바 있다.이날 표결 결과는 총 297명 중 찬성 139명, 반대 138명, 무표 11명, 기권 9명이다. 체포동의안 가결 요건은 재적 과반의 출석, 출석 과반의 찬성이 가결 요건이라 149명 이상의 찬성이 필요했다.민주당이 당초 목표했던 170표 이상의 부결표 확보에는 실패했다. 이날 민주당은 169인 전원이 표결에 참석했지만 정황상 민주당 측에서 30여 표의 이탈이 발생한 것으로 보인다. 국민의힘은 이날 재적 122명 중 114명이, 정의당은 6명 전원이 참석했다. 국민의힘과 정의당 모두 체포안 가결 의사를 밝힌 바 있다.

The move is seen as aimed at making speedy preparations for a seventh underground nuclear experiment. Speaking at a press briefing, Lee Jong-joo, the ministry's spokesperson, pointed out that North Korea's next move is unpredictable. "But our government is taking thorough measures to prepare for all possibilities in close consultation with the United States," she added.

The Tongil Voice claimed that Yoon is poised to follow the policy lines of two former presidents, Lee Myung-bak and Park Geun-hye, who took tougher approaches than current liberal President Moon Jae-in. "Yoon is struggling to resurrect the anti-republic confrontational policies that past conservative forces promoted," the outlet said in a piece titled, "A poisonous plant gives rise to a poisonous herb."It also claimed that Yoon's policy is to use inter-Korean dialogue as a means only for the North's denuclearization, keep strong sanctions until the North's denuclearization and start cross-border cooperation only when the regime takes actual denuclearization steps like its declaration of nuclear arms. During his presidential campaign, Yoon promoted his push for "peace through strength" by suggesting he would employ a preemptive strike in case of an imminent North Korean threat and deploy additional units of the U.S. THAAD anti-missile system to South Korea.

(Photo by=AFP)] SEOUL: Government sources in South Korea on Sunday that North Korea seems to be working on making a "shortcut" to a tunnel at its nuclear test site in Punggye-ri, apparently aimed at making speedy preparations for a seventh underground nuclear experiment. If carried out, it would be the secretive nation's first known nuclear test in 4 1/2 years. South Korea's military and intelligence authorities have detected signs of the country focusing on restoring Tunnel 3 in the mountainous northeastern area, they said. "(The North) abruptly stopped its initial construction work to restore the entrance to Tunnel 3, and it is digging up the side (of the tunnel)," a source said, requesting anonymity. "In this way, it seems like it will be possible to restore (the facilities) in a month." Concerns have grown over the odds that the Kim Jong-un regime will push for another nuclear test since it test-fired a long-range missile last week, putting a formal end to its self-imposed moratorium on major strategic provocations. Experts say the North may test a small tactical nuclear weapon that can be loaded on ballistic missiles around the key national holiday on April 25 to commemorate the founding of the Korean People's Revolutionary Army (KPRA).

On Thursday, North Korea fired its largest intercontinental ballistic missile, which reportedly traveled higher and further than any previous missile of its kind, CNA reported. "Singapore condemns (North Korea's) test of an intercontinental ballistic missile on Mar 24, 2022, that has raised tensions on the Korean Peninsula and violated United Nations Security Council Resolutions," said MFA. The ministry added that the test also breached North Korea's moratorium of 2018 on intercontinental ballistic missile tests. "We call on the DPRK to cease all provocations immediately, and to abide by its international obligations and commitments," said MFA, using the official acronym for North Korea. Known as the Hwasong-17, the giant intercontinental ballistic missile was first unveiled in October 2020 and dubbed a "monster missile" by analysts. It had never previously been successfully test-fired, and the launch prompted immediate outrage from Pyongyang's neighbors and the United States. Additionally, the missile landed in Japan's exclusive economic zone, prompting anger from Tokyo, but KCNA said the test had been carried out "in a vertical launch mode" to ease neighbors' security concerns.

Security Council (UNSC) resolution that will update and strengthen UNSC sanctions against North Korea, the head of the U.S. mission to the U.N. said Friday. Amb. Linda Thomas-Greenfield also called for full implementation of the existing sanctions on North Korea to prevent Pyongyang from engaging in further provocations. "And because of DPRK's increasingly dangerous provocations, the United States will be introducing a chapter seven Security Council resolution to update and strengthen the sanctions regime," the U.S. envoy said in a UNSC meeting held in New York to discuss North Korea's latest missile launch, referring to the North by its official name, the Democratic People's Republic of Korea. "The Security Council must speak publicly and with one voice to condemn the DPRK's unlawful actions and encourage the DPRK to return to the negotiating table," Thomas-Greenfield told the council meeting, broadcast live. The rare public meeting of the UNSC on North Korea, the first of its kind since 2017, came at the request of the U.S. and five other members of the 15-member council, including Britain and France. The U.S. diplomat reiterated that the United States remains open to dialogue with North Korea, but insisted that they cannot stand idly by until Pyongyang returns to dialogue.

The newspaper also stressed that no armed conflict will occur if Washington withdraws its hostile policy toward Pyongyang. "The purpose of developing strategic weapons is to acquire overwhelming power that will completely break the will of the United States to open a war," the Chosun Sinbo reported. "Hwasongpho-17 is a key means of the North's strategic armed forces to strike the United States facing off across the Pacific Ocean," it said. The outlet, though, said there will be no armed conflict if "the White House and the Pentagon realize that taking a confrontational approach toward the North is a self-destructive act" and gives up its hostile policy toward it. North Korea on Friday confirmed its test-firing of a new ICBM the previous day under the direct order of its leader Kim Jong-un, making it official it has scrapped the self-imposed moratorium on nuclear and long-range missile launches that had been in place since early 2018.

Security Council was set to discuss the North's latest missile test. Jalina Porter, the principal deputy spokesperson for the department, also said countries that share a border with North Korea, such as China and Russia, should particularly be concerned about North Korea's behavior. "There have been developments that should be of concern to all countries, particularly those who share border with the DPRK," Porter said in a telephonic press briefing, referring to North Korea's launch of an intercontinental ballistic missile (ICBM) on Thursday (Seoul time). "The DPRK's decision to return to ICBM tests is a clear escalation and China and Russia should send a strong message to its DPRK partners to refrain from additional provocations and also engage in sustained diplomacy," she added, referring to North Korea by its official name, the Democratic People's Republic of Korea. The North's latest missile launch ended its self-imposed moratorium on long-range missile testing that had been in place since late 2017. The remarks come as the U.N. Security Council (UNSC) was set to hold a rare open meeting later in the day in New York to discuss North Korea's recent missile launches. Foreign Minister Chung Eui-yong talked over the phone with his Japanese counterpart, Yoshimasa Hayashi, after the North confirmed it successfully test-fired a new ICBM on Thursday under the direct order of its leader Kim Jong-un. The officials pointed out the North's latest missile test is a clear violation of U.N. Security Council resolutions and a move to scrap its self-imposed moratorium on the ICBM testing that had been in place since late 2017, according to the ministry. They agreed the ICBM launch poses a "grave threat" to regional and global security that needs to be dealt with using "firm responses" and vowed close cooperation with the United States for additional measures by the U.N. Security Council, the ministry said. On Friday, First Vice Minister Choi Jong-kun also had phone talks with Wendy Sherman, the U.S. deputy secretary of state, and Japan's Vice Foreign Minister Takeo Mori to discuss the North's latest missile test, it added.

Making an on-site inspection of the test, Kim stressed his country would be "fully ready for a long-standing confrontation with the U.S. imperialists," according to the North's official Korean Central News Agency (KCNA). Kim was quoted as adding, "The new strategic weapon of the DPRK would make the whole world clearly aware of the power of our strategic armed forces once again." As he oversaw the firing, meanwhile, Kim warned that any forces infringing upon the security of his country should be aware that it will have to pay a "dear price." The ICBM flew 1,090 kilometers for 4,052 seconds at a top altitude of 6,248 km before "accurately hitting the pre-set area" in the East Sea, the KCNA said. In response, South Korea's unification ministry handling inter-Korean affairs issued a strongly-worded statement condemning the North for its latest missile launch. Shortly after the launch, South Korean President Moon Jae-in presided over an emergency meeting of the National Security Council (NSC) and strongly condemned the North's test-firing.
