    [365산업경제뉴스DB] 이재명 더불어민주당 체포동의안(체포안)이 국회에서 최종 부결됐다. 찬성이 반대보다 1표 더 나왔지만 기권·무효표가 20표 발생해 과반 찬성을 얻지는 못했다.27일 김진표 국회의장은 국회 본회의에서 이같은 체포안 표결 결과를 발표했다. 표결은 이날 오후 3시쯤 무기명으로 진행됐지만 개표 중 부(不)와 무효표를 가늠할 수 없는 표가 2장 나와 30여분간 개표가 지연된 바 있다.이날 표결 결과는 총 297명 중 찬성 139명, 반대 138명, 무표 11명, 기권 9명이다. 체포동의안 가결 요건은 재적 과반의 출석, 출석 과반의 찬성이 가결 요건이라 149명 이상의 찬성이 필요했다.민주당이 당초 목표했던 170표 이상의 부결표 확보에는 실패했다. 이날 민주당은 169인 전원이 표결에 참석했지만 정황상 민주당 측에서 30여 표의 이탈이 발생한 것으로 보인다. 국민의힘은 이날 재적 122명 중 114명이, 정의당은 6명 전원이 참석했다. 국민의힘과 정의당 모두 체포안 가결 의사를 밝힌 바 있다.

On Sunday, the North fired four suspected shots from its multiple rocket launchers that fell into the Yellow Sea from an unspecified location in South Pyongan Province, according to South Korean military officials. The North's official media, including the Korean Central News Agency and the Rodong Sinmun newspaper, did not carry any reports on the firing Monday morning amid a view that it seems to have been part of the nation's ongoing wintertime military training. They usually report on major missile launches and new weapons tests, if presumed successful, the next morning. Pyongyang's state-controlled media also kept mum on a suspected missile launch last week that ended in failure. Meanwhile, Seoul's Ministry of Unification, which handles inter-Korean affairs, said it will continue efforts for the stable management of the peninsula's situation and thorough preparations to respond to "all possibilities." She stressed "mutual respect" is the basis for the development of inter-Korean ties, as it has been agreed between the two Koreas several times, answering a question on North Korean propaganda outlets' criticism of the South.

Tomas Ojea Quintana described it as a "new way" to engage with the North in his report on its human rights situation to be submitted to the U.N. Human Rights Council next week, with his six-year term ending in August. "A new way of thinking needs to take hold," the report read. "This can begin with an offer of 60 million vaccines to tackle COVID-19 as the gateway to broader conversations on capacity development, including on food production, healthcare, and water and sanitation to improve the capacity of the state to fulfill its human rights obligations." Meanwhile, he visited Seoul last month to gather information for the annual report. The North, which has a population of over 25 million, has yet to begin an anti-coronavirus inoculation program. The report also noted "further deterioration" of the human rights situation in the North over the past six years, adding Pyongyang has failed to make "meaningful reform." It called on the nation to urgently invest available resources to ensure basic needs are met and to gradually open its borders.

Commercial satellite imagery from March 17, just a day after the reported failed launch, showed approximately 50 vehicles positioned at both parallel runways at the Sunan International Airport and the infield in between them, 38 North, which focuses on North Korea issues, said. The North fired a suspected ballistic missile from the airport but it blew up in mid-air shortly after liftoff, South Korea's military announced, closely monitoring the possibility of the North test-launching another one in the near future. It also seems to be continuing preparations for staging a massive military parade on the occasion of the 110th birth anniversary of the nation's late founding leader Kim Il-sung on April 15, the Voice of America reported, citing satellite photos provided by Planet Labs. A number of troops were seen having assembled at the parade training ground of the Mirim Airport, in imagery taken on March 16, the Washington-based news outlet said. The number is estimated to reach as many as 6,000.

They usually report on such tests, if presumed successful, the next morning The North's latest projectile launch came as the secretive Kim Jong-un regime has stated plans to develop "reconnaissance satellites," which South Korea and the United States regard as a disguise for the development of intercontinental ballistic missiles.

"The United States condemns the DPRK's ballistic missile launch," a spokesperson for the U.S. Department of State told Yonhap News Agency in an email. Seoul earlier said the North fired an unidentified projectile early Wednesday (Seoul time) but that more analysis was required to determine the type of missile launched. "Like the DPRK's recent test of two intercontinental ballistic missiles, this launch is a clear violation of multiple United Nations Security Council resolutions, and demonstrates the threat the DPRK's unlawful weapons of mass destruction and ballistic missile programs pose to the DPRK's neighbors and the region as a whole," the department spokesperson added, referring to North Korea by its official name, the Democratic People's Republic of Korea. The official urged Pyongyang to refrain from further provocations and engage in dialogue. "We stand with the international community to call on the DPRK to refrain from further provocations and engage in sustained and substantive dialogue," the official said on the customary condition of anonymity, adding, "Our commitment to the defense of the Republic of Korea and Japan remains ironclad." Meanwhile, Pyongyang has avoided denuclearization talks since late 2019. It also remains unresponsive to recent U.S. overtures.

Kim inspected the construction of 10,000 apartments in the Songsin and Songhwa areas of Pyongyang that is nearing completion after a groundbreaking in March last year, an official Korean Central News Agency (KCNA) reported. "He noted with pleasure that the architecture of the country has developed onto a higher plane through the construction of 10,000 flats in the first year for implementing the five-year plan of capital city construction set forth at the Party Congress," the KCNA said in an English-language report. "He stressed the need to take active measures for steadily building up the construction forces on a nationwide scale."Kim also called for the construction's completion by the 110th birth anniversary of the North's late founder and his grandfather Kim Il-sung, the KCNA added. The anniversary falls on April 15, as the North is apparently preparing huge celebrations for the national holiday. The KCNA didn't mention when Kim visited the construction site, but North Korean state media usually carry reports on Kim's activities one day later. Meanwhile, at the eighth congress of the ruling Workers' Party meeting last year, North Korea announced its goal to build 50,000 apartments in Pyongyang by 2025, or 10,000 units each year.

U.S. Special Representative for the DPRK Sung Kim talked on the phone with his South Korean counterpart, Noh Kyu-duk, and Japan's Takehiro Funakoshi, according to department spokesperson Ned Price. DPRK stands for the Democratic People's Republic of Korea, the North's official name. Price said the three envoys discussed North Korea's two most recent missile tests, conducted Feb. 27 and March 5 (Seoul time), which "all three governments have concluded were tests of a new DPRK intercontinental ballistic missile (ICBM) system." "Special Representative Kim strongly condemned the launches, which violated multiple UN Security Council resolutions and present a serious threat to international peace and security," he said in a press release. Kim also reaffirmed U.S. commitment to the complete denuclearization of the Korean Peninsula and its "ironclad commitment" to the defense of South Korea and Japan, he added. A senior U.S. administration official earlier said the recent North Korean missile tests did not demonstrate the range or capability of an ICBM, but that the North may soon conduct an ICBM test at "full range."

The official, who spoke on condition of anonymity, said the meeting was "intense" and seven hours long. "Obviously, we have serious concerns about the recent escalatory actions that we have seen from the DPRK," the official said in a telephonic press briefing, referring to North Korea by its official name, the Democratic People's Republic of Korea. "The national security advisor was clear with Director Yang not only about those concerns but also about the steps that we believe are necessary at this moment and the work that we hope to be able to engage with China on," added the official. The White House said the Sullivan-Yang meeting was held in Rome, Italy, mainly to discuss Russia's ongoing aggression on Ukraine. Yang is a member of the Politburo of the Chinese Community Party and director of the office of the foreign affairs committee. North Korea conducted nine rounds of missile tests since the start of the year, including seven in January that marked the largest number of missile launches it conducted in any single month. White House spokesperson Jen Psaki noted the North's recent tests didn’t involve any "fanfare" unlike dozens of missile tests it had conducted in the past.

The Paris-based Financial Action Task Force (FATF) kept North Korea and Iran on the list of "high-risk jurisdictions" in the March 4 move, according to the department's Financial Crimes Enforcement Network. "With respect to the FATF-identified High-Risk Jurisdictions Subject to a Call for Action, specifically, counter-measures, financial institutions must comply with the extensive U.S. restrictions and prohibitions against opening or maintaining any correspondent accounts, directly or indirectly, for North Korean or Iranian financial institutions," it stated. North Korea has been categorized as a "high-risk jurisdiction" by the FATF since 2011.
