    [365산업경제뉴스DB] 이재명 더불어민주당 체포동의안(체포안)이 국회에서 최종 부결됐다. 찬성이 반대보다 1표 더 나왔지만 기권·무효표가 20표 발생해 과반 찬성을 얻지는 못했다.27일 김진표 국회의장은 국회 본회의에서 이같은 체포안 표결 결과를 발표했다. 표결은 이날 오후 3시쯤 무기명으로 진행됐지만 개표 중 부(不)와 무효표를 가늠할 수 없는 표가 2장 나와 30여분간 개표가 지연된 바 있다.이날 표결 결과는 총 297명 중 찬성 139명, 반대 138명, 무표 11명, 기권 9명이다. 체포동의안 가결 요건은 재적 과반의 출석, 출석 과반의 찬성이 가결 요건이라 149명 이상의 찬성이 필요했다.민주당이 당초 목표했던 170표 이상의 부결표 확보에는 실패했다. 이날 민주당은 169인 전원이 표결에 참석했지만 정황상 민주당 측에서 30여 표의 이탈이 발생한 것으로 보인다. 국민의힘은 이날 재적 122명 중 114명이, 정의당은 6명 전원이 참석했다. 국민의힘과 정의당 모두 체포안 가결 의사를 밝힌 바 있다.

(Photo from wikiwand)] SEOUL: On Thursday, North Korea state media plans to hold various large-scale celebratory events, both online and offline, in celebration of the 110th birth anniversary of its late founding leader next month. The North will hold a major spring festival in Pyongyang with magic shows and performances by art troupes around mid-April to commemorate Kim Il-sung, the grandfather of current leader Kim Jong-un, on April 15, the Korean Central News Agency (KCNA) reported. Pyongyang will stage another major international art festival online this year amid COVID-19 concerns. The April Spring Friendship Art Festival, which started in 1982, is a biennial event that invites art troupes from other countries to celebrate the late founder's birthday. The birth anniversary, referred to in the North as the Day of the Sun, is one of the country's biggest national holidays. The North tends to mark every fifth and 10th anniversary with large-scale events, including military parades. Citing commercial satellite imagery from Planet Labs, Radio Free Asia (RFA) said the North seems to be continuing preparations for a massive military parade. Meanwhile, the South Korean government is closely monitoring the North's moves in view of what Pyongyang usually did for previous key anniversaries, an official said.

(Photo from strifeblog)] WASHINGTON: A transnational group of experts and leaders said Wednesday that expanding and maintaining channels of high-level dialogue between countries, especially in times of crisis, is a key to ensuring security in the Northeast Asian region, and Korean Peninsula. They emphasized the importance of promoting cooperation between the countries in areas like disaster relief to build mutual trust. "Numerous crisis mechanisms have been established in Northeast Asia over the past 25 years, including more than 30 hotlines between North and South Korea, but these are often cut when they are needed most, during periods of heightened tension," they said in a set of policy recommendations published by the Seoul-based Asia-Pacific Leadership Network for Nuclear Non-Proliferation and Disarmament. "States in the region should make a joint commitment to keep political and military communication channels open at all times: to make effective use of those that already exist and to establish new ones to help prevent misunderstandings and manage strategic competition," said the list, signed by 36 officials and experts from countries including South Korea, Japan, China, and Russia. The experts recommended the countries work together on disaster relief that they said could help improve their disaster resilience but also their crisis communication. The recommendations come amid increasing tensions in the Northeast Asian region, partly caused by the growing rivalry between China and the U.S.

(Photo from Firstpost)] SEOUL: The South Korean government is seeking to reveal historic records on inter-Korean talks that have been kept secret for half a century, an informed source said Wednesday, a move that could offer a chance for the public to get a better glimpse into some watersheds in tumultuous ties between the two Koreas. Earlier this year, the Ministry of Unification set up a guideline to establish a legal basis on disclosing the documents on past inter-Korean talks, and it is currently conducting an internal review, according to the source, who spoke on the condition of anonymity. The dossiers that may be unveiled include those on the 1972 meeting in Pyongyang between then North Korean leader Kim Il-sung and Lee Hu-rak, then head of South Korea's state intelligence agency. Kim is the North's founding leader and late grandfather of Kim Jong-un, who is at the helm of the country. In their historic meeting, the two sides agreed upon the July 4 inter-Korean joint communique, the first agreement signed by South and North Korea since the division of the peninsula. In accordance with the guideline, the ministry has formed a 10-member panel to review documents and other materials to be revealed first that date back to the period of 1971-91.

The unification ministry has been talked about as one of the ministries that could be abolished under the incoming administration's government reorganization plan, along with the Ministry of Gender Equality and Family. "There will be no abolition of the unification ministry," Won Il-hee, chief deputy spokesperson of the transition team, said during a press briefing. "The transition team will look into detailed measures to restore the proper function of the unification ministry." Won said members of the transition committee have doubts about whether the ministry has fulfilled its basic responsibilities of promoting inter-Korean exchange and cooperation and providing humanitarian assistance to North Korea. He also said the incoming government wants to depart from the approach of the current administration under which the presidential office has taken the lead on inter-Korean issues and the unification ministry has executed its plans. In a written briefing later in the day, the transition committee said the incoming government's North Korea policy direction is not a hardline one, following the unification ministry's report to the committee.

Sullivan didn’t provide any other details, saying "I've got nothing further for you on that today." Biden on Monday told American businesses to be alert for cyber-attacks by Russia. "And what I want to mention very much, very quickly with you all is one of the tools he's most likely to use, in my view, in our view, is cyber, cyber-attacks," the U.S. president said before a business meeting in Washington, adding the Russians have a "very sophisticated cyber capability." North Korea is said to operate an army of over 7,000 trained hackers, with many of them based in China and Russia.

Tomas Ojea Quintana, addressing the UN Human Rights Council, said chronic food insecurity was already widespread before the pandemic began two years ago. Only 29 per cent of children aged six months to 23 months receive the minimum acceptable diet, he said. "Now with the country still in the grip of strict COVID-19 measures, there are serious concerns that the most vulnerable segments of the population may be facing hunger and starvation," he said. The Democratic People's Republic of Korea (DPRK) has not reported any COVID-19 cases and has imposed strict anti-virus measures since the onset of the pandemic, including border closures and domestic travel curbs. North Korea does not recognize Ojea Quintana's mandate as UN special rapporteur for human rights in DPRK or allow him to visit. Its delegation did not take the floor during the debate. North Korea's coercive system of governance deprives people in the country of fundamental freedoms, Ojea Quintana said, citing repression including arbitrary arrest and detention, torture and the practice of forced labor.

In its report to the presidential transitional committee, the ministry reportedly said it plans to discuss with the United States through the EDSCG over the permanent deployment of U.S. strategic assets to South Korea on a rotational basis in case of heightening tensions on the Korean Peninsula. Strategic assets refer to formidable U.S. military hardware, such as nuclear-powered submarines and aircraft carriers, which are often used as a show of force to deter provocations or aggression by potential adversaries. The EDSCG was launched in 2016 to ramp up discussions between the allies over various measures on extended deterrence. But its talks have not been held since 2018, as both South Korea and the U.S. then worked on holding a summit with North Korea. In a commentary posted on the North's foreign ministry website, the Korea-Asia Association denounced Australia's recent decision to build a nuclear submarine base under a partnership with Washington as "reckless." "What cannot be overlooked is that the U.S. and the U.K. use the media as the front to describe extremely dangerous military moves of Australia as if they were a part of its increased military strength while linking those moves with the Ukrainian situation," the association said. It then warned countries in the region to stay on high alert against the "dangerous military moves" of the United States and the West, and to stay vigilant against Australia rushing its attempt to be nuclear-armed following the "footsteps of the U.S. and the West." In September last year, the U.S. launched a new trilateral security partnership with Australia and Britain and said the countries will work to equip Australia with conventionally armed nuclear submarines as a first step. In a separate commentary by the ministry's Institute for Studies of Japan, an unnamed researcher took aim at Tokyo's newly commissioned ultra-modern submarine "Taigei," calling it a move that will only bring "self-destruction."
